Hello Heather,
It was an atrocious attempt to kerb people fraudulently misrepresenting 
their pets as Service Animals.
Highlights, or lowlights, included:
The dog being required to perform obedience commands ninety percent of 
first ask, in public and in the home....
All must be spayed/neutered prior to placement.
Must pass ADI's standards....
And so much more drek.....
As I stated i  my previous response, I was not alone in getting this 
bill squashed.
