Well, gee, that's one way to keep custodial control over someone. That's
like when kids take the car keys from the older people so they can no longer
drive. That is reasonable; not sure this is.

so with home training the trainer takes the harness so you can't leave our
apartment with your dog yourself until you're dong, interesting.
