Hello Ms. Denning,
Firstly,I too find that they differentiate between Guide and Service 
Animal curious because under the ADA all Service Animals are equal 
regardless of their Service Modality.
It would appear that Hawaii lawmakers may need to make revisions to 
their laws regarding Service Animals, now whether they do so 
voluntarily, or are "persuaded" by the U.S.D.O.J. would be an 
interesting thought experiment.
Secondly, the Hawaiian law's requirement to show proof of training from 
a programme is directly counter to Federal regulations, as I am sure all 
of us on this list are aware.
