Hello Milissa,
I have a pertinent question: Why did your boyfriend decide to reach into 
the vehicle?
I am not trying to victim blame, I'm trying to understand.
The driver, was undoubtedly in the wrong to deny your ride because of 
Theo. However, common sense would, I think,  say that your boyfriend 
reaching into the vehicle was not the wisest move on his part. Letting 
the driver go and and filing a complaint with Uber and on the NFB 
website would appear to be the wiser move.
Reaching into the car is akin to a member of the public asking to pet 
Theo, you telling them "No", the member of the public ignoring your 
"No", reaching over and trying to pet Theo anyway, and Theo biting or 
scratching the member of the public. Who is at fault? You and Theo, or 
the member of the public for ignoring your clearly stated "No"?
I am truly sorry that your boyfriend was injured and wish him a speedy 
recovery.
