Same here.  All bets are off if a dog comes after my dog.

I’m sorry to say but, i am pretty ruthless when stuff like this happens to me.
i will do whatever it takes to get the dog away from me and my guide.
that includes shooing it away, stomping feet, saying no in a firm voice, hitting the strange dog with the buckle end of my leash, kicking the dog, crossing a busy street in hopes that the dog won’t follow, etc.
i have absolutely no sympathy for loose dogs that could be potentially dangerous.  if the owner doesn’t care enough about their dog to keep it leashed or fenced, then, i don’t care either.
harsh, but, it works.
i agree, the police don’t care about loose dogs.  unless they attack a person and, then, it’s after the fact.
