[NAGDU] Limit on numbers of dogs, was Puppies Behind Bars - New Yorker

I don't recall this issue coming up before about limit on how many dogs one
can have. Can someone enlighten me?

The dogs were given out and we do the rest.
I have worked hard with her, and it is paying off.
Now where pilot gets the idea after four dogs you have had to many is
something I don't understand.
I shared when I turn 70 I might not want any more dogs.
We ladies have worked together for quite some time, so don't consider taking
the dog away because an old goat decided to tell a lie.
I do know how to stand up for myself.
As I did and now so far the school is leaving me alone.
What does this have to do with puppy raising?
Lots a friendly dog needs to be put in control if you want to have a good
dog working well.
