[NAGDU] Carry-on luggage with a guide on planes

Good evening list,

Most planes allow you one carry-on bag (free or for a fee) and one 
personal item. Usually I put my carry-on in overhead storage but keep my 
purse with anything really valuable or that I want to keep handy under 
the seat in front of me.  But if a guide dog is under that seat where 
can you put a purse to keep it close to you?
