Actually, the legal community in Germany is sort of devided on this issue. Some claim you have the right by law to access all public places with a guide dog. Others say it isn‘t so. I know of no case where actually a guide dog user has gone to court over an access issue. There is a lot of missinformation still around in Germany and usually guide dog handlers discriminated against just find another way to do things. There is the occasional media attention but that‘s about it. 

The problem is the guide dog handler‘s organisations in Germany are extremely devided on some issues and for the national organisation of the blind guide dog users are just a minority they don‘t really care about. This is somewhat understandable as only a very minor percentage of blind people uses guide dogs.
