Maybe that's why I prefer a larger dog-or part of the reason anyway. My first guide-all of mine have been GSDs, was 23" at the shoulder and weighed about 72lbs. My second was about 25.5" at the shoulder and weighed 85lbs. My current guide is 27" at the shoulder and weighs about 80lbs..

I also write a very detailed letter with my application.  This helps the training staff to understand your needs as they match you up with a dog.  I did request a female golden because they have been successful for me.  As one trainer said to me why fool with something that has worked out so well 
for so many years.   I was very specific and got exactly what I needed.  I 
requested a small dog because all the Uber, Lyft,  cabs and family cars are 
very small.  A larger dog   would really have to struggle to fit.  With 
Eva's 54 pounds there are times when there just is not enough room for her on the floor of the back seat.  Some people find a taller dog helps them with their balance.

I think goldens and labs come in pretty much the same sizes.
If you really want a tall dog, you can say so before you go to class.  I always write a letter with my application, giving as much detail about my life, as it pertains to my dogs, and my desires and dislikes for my next dog.  I guess it comes to a page or 2.
Remember though that everything you say could be taken as a limit on your possible matches, and limiting by size seems irrelevant to me.  But if you feel strongly about it, you should say so.  I think, with my first dog, I left it up to the trainers, after telling them about my lifestyle.  I did express a preference for a lab, but that was it.  Having no experience of guide dogs at the time, I left it up to them to pick the dog they thought would suit me best.  And she suited me very well.

Explain to the program in as much detail as you can about what you do on a regular basis.  It's also good to be clear about what behaviors are going to drive you nuts and what you can live with.  I'm talking about things like, scrounging for food, vocalizations, chewing, antagonizing cats in your home, interest in wildlife and so on.  Someone who lives in New York City is probably not going to care about the dog's interest in wildlife because they aren't going to run into all that much of it, but for me this is a big deal.
I'm not fussed about my dogs barking at the door when people come over, but
a lot of people want zero barking.   If you live in an apartment it's
probably more important to you and definitely more important to your neighbors.  These kinds of things are possible in all breeds, but the program will know the dogs and which ones are prone to what behaviors.  Once you gain some dog experience and ha ve a much clearer idea of what is possible, then you might want to spend the extra time to wait for your breed preference.
