That doesn't sound too bad, though it seems odd that a valid rabies
certificate isn't enough.

I travel to Hawaii every year. If you come from America direct to
Honolulu, it's fairly straight forward as long as you have your paper
work submitted at least 2 weeks before arrival. If you are going to a
neighboring Island it is quite expensive and a lot more complicated. The
link will tell you how to go about doing all of this. If you are going
direct to a neighbor island, it is almost worth spending the night in
HNL. The charges for a private vet to come meet you at the airplane is
approx $500. Coming to HNL is no charge other than Hotel net to airport
that is $240 a night. Hawaiian Air is $149 (possibly get a better deal).
Allow at least 2 months to get you Rabies Titer test back. Very
Important. You will have to have this to come to Hawaii. When you book
you tickets and your stopping in HNL first, tell booking agent that you
will need somebody to meet you at gate to take you to Quarantine. It's a
little hike but not bad. You will go by a dumpster that you can use to
relieve your Guide. There are no pet relief areas at HNL, but there is
an atrium I use in the center of the terminal (between Main Land and
Inter Island terminals) and hide behind the bushes. Been doing it for 11
years and no one has ever complained. (I get a hose out and wash
everything down).
Now all of this changes if you fly direct to a neighbor Island!!!!
We can all thank Jenine Stanley who had a big part of allowing Guide
dogs into Hawaii.
