This is an honesty issue, a moral issue, an ethical issue.  When a person represents a non-service dog as a service dog, they are lying. They are breaking the law.  They are harming genuine service dog teams.  Full stop.  It causes harm to service dog teams directly, from reactive behaviors by business owners and individuals that result from experiencing misrepresentation by those faking it, of an as-if (fake) service dog.  This resulting behavior can be discriminatory.  I have encountered it numerous times, and so have many of you.  I have been challenged uncountable times, summarily denied entry to a hotel, have been rejected by Lyft drivers, and have been rejected upon entry to a business to make a purchase - told to leave.   Having experienced this misrepresentation abuse of the law by non-service dog owners, they may exhibit intolerance, and it is them trying to take care of themselves, their customers and/or their facilities because they were abused by this lying misrepresentation.   This is a behavior issue, both of someone who lies, and often poor behavior of the animal they misrepresented as a service dog.  The law *must* specifically address this, with real penalties.  If someone chooses to lie, they must be handled by enforcement of law.  

We who need and use products, need access to them.  And, we must exercise care relative to this:  Agencies can get drunk with power in regulating.  Here is an example.  If my wife and I fly to the UK, where we have clients and friends, a discriminatory $800 to $1,000 will be charged for entry of our service dogs upon landing.  This is because although we both have bona-fide documented disabilities, and each have a propertly trained and working dog, a deal has been made between ADI and UK Customs.  Only service dogs from schools associated with Assistance Dogs International are allowed into the UK as is entry with other countries.  Service dogs which have not been trained specifically through programs afilliated with ADI must pay this fee to enter.  For this exemplary reason, I can see something similar happening to our ability to procure equipment that we need in the future.  

This Asssembly bill must go directly to the point of what violation for lying about a pet or ESA is, passing it for a service dog, and how directly to enforce it.
