You might try picking up a jar of Mushers' Secret or something comparable, found in pet stores.
This is a cream substance made of wax and pine resinYou apply it to Julie's paws, and the heat of the concrete won't burn her feet, nor does she need to worry about the boots she hates.
Additionally, press your hand to the concrete.  If it doesn't feel hot to you, it might be OK to do without protection.  It depends on the time of day, and the amount of sunlight and the color of the concrete.

Hello everyone, I am in Arizona visiting my mom it's 115° and Julie my Guide hates the booties. She's having anxiety issues and I don't know what to do because walking on the pavement. She doesn't guide me she's doing flips she hates them… Anybody have any suggestions, or has anyone experience this issue? We now live in Texas it just hasn't been hot enough until now for us to have this issue… Thanks for your feedback.
