HI Janell. Landlords can ask for documentation that they need in order to evaluate the request for a reasonable accommodation. IN the case of an ESA, where the disability may be invisible and the need for the animal may not be obvious, a letter from a treatment provider to support the request can be very helpful. So, as you note,  guide dogs would be in a different category.

Hi Cindy and all:

We are landlords in Wisconsin with 8 duplex units.  Out of the 8 units, we have three tennents claiming to need an ESA animal.  We do require a letter from their doctor to verify.  We can't charge a separate pet fee or pet deposit.  And, in Wisconsin, they are allowed to have as many ESA's as they want.  Now we have one unit that has three dogs.  If there are any pet damages upon them moving out, we can use the security deposit, but quite often that goes for nonpayment of rent, utilities etc.

I certainly would hope they don't put guide dog users in the same category, because clearly, we are not!

In housing I think esa’s are allowed, but even so, the handler is required to pay for damage their dog created. It just came up( and I don’t think dog handlers in the state seem too excited about it. Our legislative committee is.
