I think your chances of getting even a miniature horse into any kind of Uber are very slim.

sounds like when I get my service mini horse in a year or two, it'll just be easier for me to get a uber pet and be done with it, if I ever have to use Uber--if and when I am somewhere that ubers are around. Why go through the hassle, because at least with uber pet you know the driver will take you!
