In a case where the person is being taught by a volunteer who only sees the learner once a week or less, then I agree that the preferable format would be whatever the student is using, like the NLS E reders or whatever. 
But I rarely ever used jumbo braille unless it was proven to me that the learner absolutely could not feel the  braille. Every new student says they cannot feel it. But some actually have peripheral neuropathy that is so bad, they cannot. Jumbo braille is a little better, but they will never find anything from NLS in jumbo braille. 
But whatever format is used for learning- braille display or hard copy- the stress has to be on practicing an hour a day every single day. It doesn't have to be 60 minutes at one time, it can be broken up into 4 parts, etc. They are trying to develop new neural connections (synapses) and that takes regularity, consistency, and frequency. And that is well-known among people who study how the brain learns other modalities also. I used to evaluate people for auditory problems where their ears were very good but te brain did not process what the ears sent it. And same thing as learning braille.

Good MorningeaI agree that using hardcopy braille for teaching is best. However, a large portion of the adult blind community have difficulty or cannot feel braille produced on standard paper and will learn best on electronic devices if and where they are available. If they are learning from volunteers or in small local programs, there may not be available equipment for producing materials in the large dot or jumbo braille that a significant section of this community would need.Pauline

The McDuffy Reader is the book that is sold by the Independence Market but it is only available in hard copy Braille. I believe teaching  Braille should only be done using hard copy Braille but it is fine for the teacher to have an electronic copy.
