Use Convenient OCR Optical Character Recognition) for PDF files that JAWS says are epty. Convenient OCR is available in JAWS 13 and higher. The keystrokes are Insert plus spacebar and then immediately push the letters O and W to turn Convenient OCR on and then use your arrow keys to move up or down in the screen and JAWS will read it.
