[nfb-db] state convention

I think the reason that many people will not come to speak at various
state conventions is because they cannot afford to do so. This is
certainly the case for me. I love travel, I love public speaking, but
these things cost money... Lots of it. So each state needs to find
someone who can do it. I'm glad to see you are picking up the ball in
Montanna and running with it.
