[NFB-DB] Deaf-Blind Division Dues

Dues received before June 30, 2018 will be credited for the 2017 - 2018 year. Dues received after June 30, 2018 will be credited for the 2018 - 2019 year (July 1, 2018 - June 30, 2019).
