There is another way you can send an email message to the Governor.  Tammy 
Perkins can pass it to him.  She works in his office and is familiar with 
this issue.  Her email is Tammy.Perkins at gov.idaho.gov.  Yes, you need to use 
the capital letters.  It would also be helppful to send copies of your 
letters to dcameron at senate.idaho.gov, mbell at house.idaho.gov, 
ddarrington at senate.idaho.gov, palodge at senate.idaho.gov.  These legislators 
are strategically placed meaning they chair committees that are interested 
in this matter.
