Ramona, closed captioning is usually added using tools in Youtube Studio. When the video is uploaded to the channel who ever uploads it can specify that automatic, English, subtitles be added. As the video is processed Google artificial intelligence captures the audio and transcribes the dialog into text, adds time stamps and synchronizes it with the video file. It is good practice for the person uploading the videos to proof read that text, to ensure accuracy. Unfortunately I have not found the proof reading process to be doable for a screen reader user. Perhaps a screen reader user, with more patience than I, could do it. I use Zoom to record to the cloud to record. This creates an automatic transcript file that I can open and edit on my computer. When I finish editing it I upload it with my video file, to YouTube. There are other methods. It all depends on the tools being used to record, the process used to upload, budgets - if any as well as the patience and abilities of the people involved in the process.
I have a Zoom Pro account and for people who can use Zoom I’d be happy to schedule, host and record their stories. I am also happy to donate time doing minor edits to those recordings and providing and editing the transcript files to provide to Kevin.
As part of the #ADA30Idaho virtual campaign I would also invite you to share those videos with our audience. I am doing a Facebook live, assistive technology coffee break, every Tuesday in October. I would also invite people to who want to tell their story in that format to join me. I can provide those recordings to Kevin to post on the Federation page as well.

Right now we are lining up people who have stories to tell and others to shoot the video. Where possible, we will try to do audio and video together to reduce editing.
