[NFB-Idaho] Recapcha won't work on the city of Boise web site

Hello,  I am trying to submit a residential/leak-adjustment-request/ to the
city of Boise but can't get the audio recapcha to work.  Have any of you
tried to submit a form on the city of Boise website?  Sorry, I know this
doesn't apply to many of you on this listserv, but it is something that
happens at the state level too.  Frustrating....
