It is always a courtesy to ask permission. Typically, linking to a site is a
good idea, but linking to specific items is not always suggested. Regarding
the copyright, you never have permission to take things and place them on
your website without explicit permission. And if you consider a place to be
a good resource, then should want to suggest that people visit that place
not just what you liked about the site.
