These are very good questions.  I know it is frustrating when you offer a 
class and people sign up but don't attend the class.  I think three weeks is 
plenty of time.  I hope everyone has a calendar they can mark down the date 
and time for the class.  I think a reminder one week in advance and a 
follow-up reminder the day before the class should be sufficient.  You could 
mark the email for a return receipt so you know if the person received the 
email.  The polite thing for any of us is to respond if we still plan to 
attend the class.
