Sounds interesting. I have 2 bath mats that are made of some woven soft wide cord. Might be like you are talking about. The ends are fringed.

Last weekend when I was in Tennessee for a wedding, my sister-in-law told me about a rug she is making with the backing used for latch hook, but instead of yarn she uses long strips of fabric. I have started one and if anyone is interested I will let you know how it comes out.
