Jewell,
I use a short-row heal on a toe-up sock so I am not sure how accurate I
would be on a heal flap. However, you might try purling the first stitch of
each row on the heel-flap. I always do this in my knitting and a current
project that I am working on I use locking stitch markers to locate the
stitches before I do the actual pick-up and knit. By using the stitch
markers, I can verify that I have not missed any stitches and exactly how
many I have in number.
When you purl that first stitch of the row, it leaves a nice loop that is
much easier to identify and easier to get a hold of with the fingers or
needle (always verify when picking up with the needle that you have one loop
and not a bit of the stitch underneath).
I hope that helps. Let me know if I haven't made it clear enough and I will
try to break it down into steps.
Also, I like to use two circular needles for socks. It is easier for me to
keep track of everything and when I do the heel, I put a needle holder on
the two ends of the other half of the sock so I don't accidentally pick up
one of the wrong ends when I lay my work down.
