Another idea is to Try the school bus company in your town.  I used to be a
school bus driver.  We were professionally trained and held a higher class
of driver license than the average driver.  School bus drivers have free
times during the day between bus runs, and are usually free on nights and
weekends.

And, at least in this state had to go through some level of security checks.
