Now I see that you are talking to Terrence, but Yes, that is exactly what you do.  Bring the first row up and place the corresponding loop on the peg.  Knit off, just like you were doing.  Good Luck!

How do you make the folded band?  Is it just the plain stitch?   Do you 
slip the first row backon the pegs and bring the next row over both of  those 
stitches?
