I might use a starch on the piece of fabric that is going to be appliquéd down to the foundation.  I would make sure to use a starch that would easily wash out in the first wash.  My presumption is that the more rigid top piece would be easier to feel.  I would think then it would be easier to feel if all the edges have been appliquéd.
