An alternative that I like when opening Oil or Ketchup is to leave the paper/foil seal on the top of the bottle.  With a fork or knife, poke holes in the top.  This helps prevent too much liquid coming out too quickly.  

I have not tried this with liquid soap, but you might be able to place Duct tape over the top of the bottle and do the same thing.  You might also try a heavy piece of plastic secured with a rubber band.  I'm thinking a piece of plastic tablecloth over the top of the bottle with a rubber band around it keeping it on.

Hi Barb, try filling the cup or lid over the open washer door if it faces 
up, if not, try filling it over the clothes that you are going to wash 
anyway. This will keep any messis that you make contained. As for keeping a 
mess from taking place, try pooring it as slow as possable which will help 
control how much will come out of the bottle. I would try both at the same 
time since you want to do as much mess control as possable.
