You would decrease to change sizes say in the heel of a sock or to shape a waist. You would increase to make it larger or to go back from the decrease.

When would someone decrease or increase in crocheting?
would this be used in making, say, a hat?
I ask these questions for two reasons:
1. I would like to learn how to make a baby hat or adult beanie hat.
2. I would like to learn how to crochet a star. One of my crocheting
goals is to crochet a Puerto Rican flag throw and I would need to know
how to crochet a star within a triangle.
