I have always thought pom poms were in fact there to hide that little hole
at the top of the hat.

Putting a pom pom on a hat isn't too tough.

Using the long yarn you use to tie all the strings together to
actually form the pom pom, you take your threaded yarn needle and
bring it down into the hat from the outside in. Centering isn't too
hard because you use the tiny little hole that appears because of the
gathering of the bind off as your central point. From the inside of
the hat, bring the yarn through a loop or two and tie it off.
