My suggestion:
 
You use fabric sew the seams by hand or machine sew it is separate not sewn 
 to the bag and then wip stitch it to the bag below the eyelet area.  The  
stuff you put in the bag will be held in the fabric sack and not stretch 
your  yarn.  The drawstring area is not comprimised by the lining.
