Yes it is for crochet in the round.  You tighten or close up the  circle by 
pulling the end of the yarn.  You do want to crochet into the  round part 
and over the end to hide it in there., but then you pull it to  tighten it 
and need to be careful not to trim it too close.  You can use a  needle to run 
it back.
