These dresses were being made and donated down south and south america to  
the children that were effected by the earth quakes and floods.  I believe  
they were being made and sent to children in need in warm climates.
 
You use 1 pillow case and across sewned narrow edge of pillow you cut neck  
scoop and fold edge back twice and sew it downl.  Now holding pillow long  
ways going up and down cut on seam side and folded side a semi circle curve 
for  arm holes and fold in twice and stitch.  Now the pillow opening is  
basically the hem of the dress.  Depending on the size of the child all you  
need now is a ribbon which can be tied at the waist or below the arm pits  to 
make a empire waist or waist line for the dress.  It is  gathered up by the 
ribbon so you need to make the ribbon long enough for that  and to tie a 
bow.
