I have done a number of crocheted hair holders.  The simplest is to do
single crochet or half double crochet or double crochet around the hair
elastic.  When making the stitches, think of the hair elastic as a big
single stich.  When you are supposed to put your hook in the stitch from the
previous row, you put your hook into the loop of the hair holder.  Be sure
to push the stitches on the hair holder very close together.  It is up to
you whether you do a second and or third row.  If when you do a second row
and you increase in every stitch from the previous row, you will create a
very ruffled hair holder.
