after making my measurements, I have used a hard back book for a straight 
edge to score card board with a  utility knife.
  just lay the book along the line and it is a good guide.  also, if the 
edge that you cut along looks a bit rough, you could cover the card board 
with contact paper/  adhesive shelf liner.

I like Ramona's idea too, and will keep some binder clips on hand--the
clips with the ears you can flip up or down over the paper stack being
held together.

Re cutting wrapping paper, how about using a letter opener? The little
razor blade will get right to the crease, and it's a lot easier to
manage than scissors.
