Yes, they did have size 18 needles, but the lady helping me thought they
would be too big.

The size is right.  Some times, you can find them in the section with the
plastic canvas.  They might be called yarn needles, darning needles or just
big eyed needles.  
If size 16 is to hard for you to thread, size 18 can also be used.    Some
times you can find a pack with different sizes of large eyed needles.  

Horizons for the Blind also has them.

Thanks a bunch. My mom did see the package of 4 inch squares at Walmart. I
got confused, because they also have the mesh plastic canvas as well.
