Terry P,
When you shop on amazon there are certain products that are clearly marked
as free shipping eligible. Others are not eligible. With the eligible items
you must have $35 worth of eligible products to get the free shipping. What
Todd and I do is keep a basket and keep adding to it when we need something
until we have enough items for free shipping. 
As for PayPal I don't know if amazon lets you pay that way. I have never
checked into this however since I use my credit card.
