[Nfb-krafters-korner] Help With A Loom Knitting Pattern

Hello all,
I was wondering if anyone in this group would be able to help me understand a part of this loom knitting pattern? I am not sure if you can do so because of copyright reasons. It is a pattern for a sweater. It calls for a knitting board, but I am wondering if I can just use one side of a knitting loom because from my research that is what a knitting board is.
I am also confused about the part where it talks about knitting with needles on the loom as you have no needles to my knowledge when loom knitting. It is one of the front panels if that is any help. I have not looked at the rest of the pattern as of yet. If this pattern is too hard, am I able to take a baby sweater pattern and resize it to fit an adult or no?
Here is the pattern attatched in a PDF document for both sweaters in case anyone is interested. I am trying to loom the one that is not the baby sweater, at least that is the one I am hoping to loom, but as I said, it is very complex with the needles and I do not understand what it means.
