I would make a paper flower wreath.  Make the flowers from tissue paper, cut
out a circle from the center of the paper plate, glue or staple the flowers
to the perimeter of the plate and weave ribbon between the flowers to give
it fullness, then finish it off with a nice pretty bow!

We have a costume parade here each year for the kids.  One of the absolutely
cutest costumes I remember seeing was a jellyfish.  The costume was  made
with a paper plate and paper streamers.

This little girl about 3 years old was dressed in a pink bathing suit and
had a paper plate that was upside down and tied to the top of her head as a
hat.  Glued to the edge of the paper plate were red, pink and white
streamers to hang down as tentacles.  It was just so cute!
