If possible, take a picture of your bushes.  I would also collect leaf, bud and soil samples too if you are going to an Extention Office.  I know Roses have specific fertilizer needs and certain times of the year you prune.

If the have aphids, they will curl the leaves and can be seen on the underside of the leaf.  There is 1 problem called black spot that will create black spots on the leaves.  This can be passed into the soil and last for a long time.

If you can get a Master Gardener to come out for a visit, you will learn a great deal.

Hi Again,

We moved into a new house with sick rosebushes in the back. They produced leaves, but some of the buds were full buds with the starts of withered blossoms. The leaves are very few, although lots of branches with thorns. Any ideas of what may be wrong with them?

Also, how can you tell if your plants have been invaded with fungi or insects? If you have an unhealthy plant, how can you tell what the real problem is? Questions from a wanabee gardener hahahaha!
