My favorite way is the same as yours, dampen under the tap.  Sometimes, I'll
do a bit more than dampen.  It just takes longer to dry out.

In my research I have seen three ways to block:

1. Steam
2. Dampen the piece under the tap, ring it out then block.
3. Spray the piece with a spray bottle to dampen it then block.

My favorite way is to dampen it under the tap. But have used the spray
bottle as well.
