You saw Sandy's posting that since you are so close to Vermont a chapter in 
that affiliate might be easier for you to get to. I suggest contacting the

I wonder why the O&M instructor did not want you to use a solid cane. When 
you get good, the solid cane gives you more information than a folding or 
telescoping one does. Only advantage a folding one has is it is easier to 
store or carry when you do not need it. Maybe he thinks you are more likely 
to keep it with you when you might not need it, as when you are going 
sighted guide with a friend.
