[NFB-NM] Time to call the Governor about HB-98

Don Burns asked me to send this email out again, because HB-98 (regarding
independent voting for the blind via absentee ballot) is sitting on Governor
Martinez's desk, and she has until April 7 to sign it. Otherwise it will not
go into effect.

It is very important to rally and start contacting Governor Susana Martinez
and urge her to sign HB-98.  This legislation would allow blind and visually
impaired people to vote independently by absentee ballot.  HB-98 passed
unopposed in both the house and the senate.
