My chapter constitution (and, I believe, all other NFB constitutions) say
that the president and vice-president(s) must be blind. In my opinion, ray
is correct: this means legal blindness which implies that the eye that sees
the best -- even with correction -- must fit the criteria for legal
blindness. So, as he says, the answer would be "no" for your daughter.

AS for why this is, the provision is in place to prevent NFB chapters,
affiliates and divisions being taken over by the sighted -- something which
occurred all-too-frequently in the history of the blind when organizations
that started out being run by the blind were taken over by sighted
do-gooders, instructors or care-givers.

My daughter has been involved with NFB since she was very small. She has
been chapter secretary and now wants to be treasurer. She asked why she is
not allowed to run for President or Vice-president, since she is technically
blind from surgery to remove congenital cataracts shortly after birth. She
can, with correction, drive a car, but she does have visual limitations on
her license. Under the criterion NFB has in place, could she run for chapter
president or vice-president? I thank you for your input.
