There is probably no way around looking at the UEB rules.  You can find that on the International Council of English Braille's UEB page at

There is an index to the rules that was prepared in Oregon that is on the Braille Authority of North America web page that could help you locate what you need.  This is available on the Braille Authority of North America (BANA) website along with many other resources.  This index can be found at

This is a long link so could get split by the list software.

There may be some more straight forward resources that could help you there as well.

But I'm looking for documentation. That particular example is trivial. I probably shouldn't even have given the example because people seem fixated on that particular problem. But there are a gazillion rules that I know of.I need to know where I can find them all.
