[Nfb-web] nfb drupal theme and paypal

Personally I have used the code that Pay Pal provides for simple
things but when we wanted to start keeping track of convention
registrations and making downloads available upon payment then we
needed something like Ubercart.

FYI if you are going to be using Pay Pal then there are some good
suggestions on how to configure your pay pal account on the webmasters
website
