[Nfb-web] Update to NFB Drupal Template

Several months ago I made several changes to the NFB Drupal 6.x
template. These changes primarily consisted of making the search
button look more like the National's Website as well as making the
template "LIQUID", meaning that it stretchs and shrinks with the
screen resolution of the computer viewing the page. In short I forgot
to publish it to the NFB webmaster website until recently.

If you are interested you can now find the updated version on the
website for download.
