[Nfb-web] need basic css instruction

Hello.  I hope this list will accommodate this sort of question. I need to
create a straightforward page where the background is light green, text is
black, main headings are red and large bold, secondary headings are still
bold and red but not as large, and links are dark green.  What CSS would I
need to generate to create such a page, and perhaps more fundamentally, does
there exist a good concise resource I can consult to get such answers in the
future?
