Mika,

What kinds of form tools are you looking for? WP has a plugin called
Cforms2 that, while not being the most accessible beast around, does
offer some pretty intense options for creating and managing forms.

The accessibility issues in the plugin can mostly be worked around by an
experienced user. All of the end-user output has been accessible.

I am also trying to gather information about Drupal vs. Wordpress in
Massachusetts.  We have Wordpress which is good for content, but so
far we don't have I think as robust form tools that you might be able
to get via Drupal.

A report from anyone that has used both would be helpful.
